Abdullah Al-Salem University Signs Cooperation Agreement with Kuwait University and Ministry of Finance

Under the patronage and attendance of His Excellency the Minister of Education and Minister of Higher Education and Scientific Research Dr. Adel Al-Mane, Abdullah Al-Salem University signed a memorandum of cooperation with Kuwait University and the Ministry of Finance, aimed at transferring locations, buildings, facilities, and assets from Kuwait University to Abdullah Al-Salem University. The memorandum was signed in the University Council Hall at Abdullah Al-Salem University campus in Khalidiya. It was signed by the Chairman of the Founding Council of Abdullah Al-Salem University Prof. Moudhi Al-Humoud, Acting President of Kuwait University Prof. Meshari Al-Harbi, and Undersecretary of the Ministry of Finance Ms. Aseel Al-Muneifi.

The signing ceremony was attended by the Director of the National Bureau for Academic Accreditation and Education Quality Assurance and Acting Secretary General of the Council of Government Universities Dr. Jassem Al-Ali, members of the Founding Council of Abdullah Al-Salem University, Acting Secretary General of Kuwait University Prof. Fayez Al-Dhafiri, Kuwait University leaders, and members of the Transition Committee.

On this occasion, His Excellency the Minister of Education and Minister of Higher Education and Scientific Research Dr. Adel Al-Mane stated in a press statement that signing the memorandum comes in implementation of Article 40 of Law No. 76 of 2019 regarding government universities, concerning the transfer of locations, buildings, facilities, and assets from Kuwait University to Abdullah Al-Salem University.

Al-Mane confirmed that signing the memorandum launches the beginning of gradual transition from Kuwait University to Abdullah Al-Salem University, praising the efforts made by both universities in providing support and assistance to sign the memorandum, in addition to the Ministry of Finance’s support for this step and facilitating the gradual transition process.

For her part, the Chairman of the Founding Council of Abdullah Al-Salem University Prof. Moudhi Al-Humoud praised this step between Abdullah Al-Salem University and Kuwait University with support from the Ministry of Finance to work on the gradual transition of locations, buildings, and facilities between the two universities in accordance with the application of Article 40 of the Government Universities Law.

Al-Humoud mentioned that this law allows Abdullah Al-Salem Government University to launch into integrated locations and buildings with a university campus spread among the previous locations of Kuwait University, thanking the efforts of the entities working to complete this cooperation that supports the work progress within the governmental integration between state institutions.

For his part, Acting President of Kuwait University Prof. Meshari Al-Harbi expressed his happiness with signing the cooperation agreement between Kuwait University, Abdullah Al-Salem University, and the Ministry of Finance, confirming Kuwait University’s support, belief, and dedication of efforts and extending cooperation to Abdullah Al-Salem University as a governmental academic institution serving Kuwait’s citizens in their higher education and scientific research, and for everything that serves and develops the educational process and university higher education and advances it. He thanked the Council of Government Universities and the joint team from representatives of the three entities that worked to facilitate the transitional phase for both universities, whose work culminated in concluding this agreement and developing a vision for the transition process.

On this occasion, Undersecretary of the Ministry of Finance Ms. Aseel Al-Muneifi expressed her happiness with the existence of a new governmental educational institution like Abdullah Al-Salem University serving the citizens of the State of Kuwait, within exceptional governmental cooperation that culminated in signing an agreement of this size to organize the transfer of buildings and facilities between government entities. She pointed to the Ministry of Finance’s keenness on the clarity of the agreement’s terms and their compatibility with the controls and circulars set by the ministry in implementation of the law to achieve asset inventory according to the organizing controls and rules, in preparation for their transfer from Kuwait University to Abdullah Al-Salem University, expressing her aspiration to implement this concluded agreement on the ground.
